The law “About the reference of medical products” is accepted.
As it turned out, the deputies were too optimistic: as a result the Ministry of Health preparing the bill has agreed to consider only 45 remarks. However, it is already quite a lot, considering, with what trembling the department of Tatyana Golikova relates to the fundamental reform concerning the Russian pharmaceutical industry.
According to the words of head of the Duma Committee on Health Protection, Olga Borzova, finally was adopted “the compromise" version of the law that will benefit both pharmaceutical producers» and medicines consumers» interests. "There has been a rapprochement between the polar positions that were noted during the discussion of the project before the first reading"- Olga Borzova summarized the results of discussion.
Importers and exporters won»t be offended
After the first reading of the bill «About the reference of medical products» each party has promised to struggle in the second reading for principal for them corrections in the document. What has turned out from this?
Most of all by the results of the discussions were taken into account proposals of the deputies from “United Russia”. "In particular, legislators have released the domestic pharmaceutical enterprises engaged in selling its products abroad, from the duty to carry out state registration of medicines intended for export.
"In some ways it would resemble the Institute of special exporters", - the State Duma deputy from “United Russia”, Valery Draganov, comments. According to him, such businesses can be counted by fingers, but the branch has "serious potential for changes of a humiliating share of Russia in a world circulation of production with the high added value”.
Fears expressed previously by the United Russia to the the norms of the bill relating to the duties of foreign pharmaceutical producers to conduct clinical tests of its products on the territories of Russia have had the results. In particular, there "has passed" the amendment on which our country will accept the results of such tests, however, if there is an agreement with other state about "mutual recognition" of clinical tests.
But the proposal of deputies from United Russia "about special labeling of preparations failed to enlist the support of the Ministry of Social Health development. Meanwhile, in the opinion of United Russia, this measure could become effective in struggle against falsification in the medicinal market. Nevertheless, one of the authors of this amendment, the first deputy head of the faction "United Russia" Tatyana Yakovleva, deputies hope to catch up for lost time by making for the State Duma the separate bill on this subject already in the near future.

To consider its mission having been accomplished may also in the camp of liberal democrats. In particular, Tatyana Golikova has listened to the remarks of the LDPR faction, which demanded to postpone the transition of the domestic pharmaceutical companies to the international standards of GMP.
As a result, now companies will have to meet the new requirements from January 1, 2014. At the same time the license issued before this date will be valid and after it until their expiry date, but only in case of “under condition of compliance the rules of the organization of production and quality assurance of medical products", as it»s perceptible in the bill.
But "Fair Russia" may feel itself satisfied only partially. On the one hand, it managed to reduce the size of state fees for registration of medicines from 670 to 300 thousand rubles (consequential amendments to the Tax code of the Russian Federation will arrive on State Duma treating in the second reading on Friday). However, Tatyana Golikova has disagreed with the proposal of SR Ivan Grachev, who offered to fix the limiting margin not exceeding the rate of 50% from the cost price for the vital medicines. The only fraction in the State Duma, which has received from Tatiana Golikova a turned down - is the Communist Party of the Russian Federation. For example, the head of of the Ministry of Social Health development refused to accept the main requirement of communists about the duty of manufacturers of medicines to fix the maximum selling price of the drug on the packaging.
“The economic laws, taking into account transportation of medicines, the price for them can»t be the same in all regions of the country”. The minister said that the the average weighted cost price of the medicine will be registered, it will also appear in open access on the Internet and in leaflets which will be carry on all Russian pharmacies.
Golikova also found it absurd the amendment of communist Vladimir Kashin, who insisted on the expansion of the list of the essential medicines from the current 500 medicines. "Many of the medicines that are run among our senior citizens aren»t included into this list, and this fact is used by profiteers who wind the margin" - exhorted Kashin.
In response, the minister objected that the government regulates the price formation of 40% of the medicinical market. "And to cover the entire sector it would be impractical as it will lead to a bankruptcy of the new enterprises that need circulating assets", - Golikova is assured.
Nevertheless, in total voting of the Communist Party of the Russian Federation (as, however, and all other fractions) has unanimously supported the bill presented by Tatyana Golikovoj «About the reference of medical products». From 393 deputies present at the State Duma pro have voted 393. That actually doesn»t leave doubts that in the third reading fatal for development of domestic public health services the document will be accepted without a hitch.
Nevertheless, in the final voting Communist Party (as well as all other fractions) unanimously supported the bill presented by Tatiana Golikova. From the 393 deputies attending the State Duma 393 deputies vote “for”. In fact, it leaves no doubt that in the third reading of the fateful document for the development of national health care will be approved without a hitch.
