Good afternoon, dear colleagues.

Dear colleagues,

I should tell about one acute problem. Unpleasantly about it to speak, but it is necessary. Last decades in Russia there was obviously abnormal practice of mutual relations between manufacturers of medicines, including, and first of all, foreign manufacturers and a part of medical community. Certainly, pharmaceutical companies have the right to advertise the production. But they should do it in a civilized way and in full conformity with the conventional ethical standards and the Russian legislation.

The situation when pharmaceutical concerns pay extra to experts that they write out to patients preparations made by these companies is inadmissible. And sometimes for this purpose even the forms of prescriptions printed with firms-suppliers are used. Manufacturers sponsor corporate actions, any seminars, including with departure on the warm seas. And here such actions cover at us in Russia thousand experts. I want to underline - thousands!

As a matter of fact, are framed or are already framed глубокоэшелонированные systems of lobbying of interests of the large pharmaceutical companies. This vicious practice needs to be stopped. Should be and legislative interdiction for this sort of incomes, and introduction of more rigid norms of medical ethics. I hope that the medical community will pay to this attention. Because here are necessary also the most effective there will be intracorporate procedures.

Besides, it is necessary to get rid from so-called pharmaceutical producers, working in medical institutions. Yes, they work and in other countries in a similar way, but in certain frameworks. At us it gets sometimes simply unhealthy forms. It is necessary; at the first stage at least, this activity to put in certain frameworks and to make it more transparent.

At last, in advisory councils on new medicines experts who obtain monetary reward from their manufacturers shouldn t work. The conflict of interests here is absolutely obvious, and result, as a rule, very pitiable. Because, as a rule, such members of advisory councils don t care of quality, and simply advance a preparation of that company from which they obtain monetary reward. I realize that is very thin and sensitive questions. Manufacturers of medicinal preparations - both domestic, and foreign - when protect the interests, operate very refined, win round quickly, very quickly necessary structures, find support, frame any committees. But if we want to protect interests of citizens of Russia as a whole, we should be guided by national interests, instead of corporate.

As to civilized dialogue between medical community and the pharmaceutical companies for it it is possible to frame special council of the market - by analogy to similar structures in power or other branches.

In Strategy of development of pharmaceutical industry the serious, ambitious purposes are planned: as a result of its realization the domestic production share should increase from 19 % to 50 % in cost expression. Not less than 60 % of release should make modern, innovative preparations. In territory of Russia 85 % of vital and major medicines should be made.
